HSUWA Governance

The HSUWA has a democratic and progressive structure. Active and committed member involvement and consultation is encouraged in the union’s structures.

HSUWA’s purpose is to empower our members to advance their collective interests through organising, support, advocacy and influence.

As a state-based union HSUWA is run in Western Australia by Western Australians.

The HSUWA is a state registered organisation with Rules approved by the Western Australian Industrial Relations Commission under the Industrial Relations Act (WA). The union’s Rules are our constitution and set out the way the union structures its affairs. This includes the union’s coverage and leadership. A copy of the Rules can be found here.

We are also part of a large national union and act as the WA Branch of the National Health Services Union (HSU). The HSU is a federally registered organisation with separate Rules approved by the Fair Work Commission under the Fair Work (Registered Organisations) Act (Cth). Each Branch of the HSU nationally is responsible for the management of its own internal affairs. There are eight Branches of the HSU that make up the federal union with a national office based in Melbourne. The National Secretary is Lloyd Williams.

The Union complies with the laws under which registered organisations operate, and regularly reports to both the state and federal regulators.

 

Committee of Management

To ensure member leadership, HSUWA has a governing body made up of active and committed members, acting as a ‘board of directors’ called the Committee of Management (COM).

The COM is comprised of an elected: President; Vice President; Treasurer; Committee Members; plus the Secretary. The Secretary is appointed by the COM and is responsible for the union’s operations.

A Committee Member acts as a ‘director’ of the union to ensure sound governance and monitor the progress of the union’s activities.

The COM acts as the union’s governing body, meeting at regular intervals for financial, governance and policy oversight. A sub-committee known as the Finance and Executive Committee meets more regularly and is dedicated to financial management.

The COM acts as the governing body for HSUWA as well as the WA Branch of the HSU.

Committee Members have specific responsibilities under the Rules and state and federal laws.

Committee Positions

Financial members of HSUWA may nominate for positions on the COM. The WA Electoral Commission manages the process.

Elected positions are for 3-year terms. Elections for one-third of the Committee are held annually. Paid employees of the HSUWA are not entitled to stand for the COM.

When positions are contested, members are entitled to vote in elections held by the WA Electoral Commission. Voting is done by postal ballot forwarded by the Electoral Commission to members’ private addresses.
